This study aims to analyze the implementation of the national airspace control policy within the National Air Operations Command (Koopsudnas), identify the factors influencing its implementation, and formulate an integrative, adaptive, and responsive model to strengthen the monitoring and enforcement of Indonesia’s airspace sovereignty. The research was conducted at Koopsudnas and relevant institutions authorized to manage and control national airspace. The study population comprised organizational elements and relevant stakeholders, involving 233 respondents as the quantitative sample and 15 informants purposively selected based on their competence, experience, and involvement in policy implementation. A mixed-methods approach was employed, with data collected through questionnaires, interviews, observations, and document analysis. Quantitative data were analyzed using multiple linear regression, t-tests, F-tests, and the coefficient of determination, while qualitative data were analyzed using an interactive analytical approach. The findings indicate that the three variables simultaneously exert a significant influence on policy implementation (F = 13.406; Sig. = 0.000). The Ability of Statute and Nonstatutory Variables demonstrated significant positive effects, whereas Tractability was not statistically significant. These findings suggest that implementation success is primarily influenced by regulatory capacity and environmental factors, while problem characteristics have not significantly affected policy implementation. The study recommends the IAR Model through the integration of regulations, authority, institutions, technology, information, human resources, coordination, and periodic evaluation.
