This study aims to analyze the existing conditions of leadership collaboration, identify supporting and inhibiting factors, and produce an appropriate and adaptive leadership collaboration model in handling disaster emergency response in West Sumatra Province. The research uses a qualitative approach with a case study design to understand the leadership process and collaboration in the real context of disasters. The locus of the research is in West Sumatra Province, with a focus on handling emergency response involving local governments and various related actors. Informants were selected purposively based on authority, experience, knowledge, and direct involvement, with a total of 9 informants representing the provincial government, BPBD, TNI, Polri, Basarnas, PMI, community leaders, SOEs, and affected communities. Data was collected through in-depth interviews, observations, and documentation, then analyzed using interactive analysis through data condensation, data presentation, and conclusion drawing and verification. The results showed that leadership collaboration was ongoing, but not yet fully integrated. The resulting model integrated self-directed teams, relational intelligence, power-sharing, and agility. Recommendations include strengthening operational authority, information integration, alternative communication, cross-agency SOPs, joint exercises, and periodic evaluations. Recommendations are directed to build a joint response mechanism so that disaster management is faster, more integrated, and adaptive in a sustainable manner.
