Abstract

This study aims to examine the implementation of digital platform companies’ responsibilities in supporting quality journalism and to formulate a governance model capable of strengthening the sustainability of Indonesia’s digital media ecosystem. A qualitative approach was employed using a case study design. The analysis was guided by the Van Meter and Van Horn policy implementation framework, encompassing policy standards and objectives, resources, interorganizational communication, implementing-agency characteristics, the socio-economic and political environment, and implementer disposition. The study was conducted in Jakarta, Bandung, Yogyakarta, and Surabaya, involving 32 informants, with eight participants recruited from each research site. The informants represented government institutions, the Press Council or press organizations, digital platforms, media companies, academics, professional organizations, and relevant communities. The findings indicate that the implementation of Presidential Regulation No. 32 of 2024 remains suboptimal. Key challenges include gaps between regulatory provisions and operational mechanisms, limited institutional oversight capacity, unequal resource distribution, and insufficient coordination among stakeholders. The study recommends strengthening implementation indicators, institutional capacity, multi-stakeholder collaboration, transparency, and accountability through the Collaborative Digital Platform Responsibility Model. The study is limited to four research sites and stakeholder perspectives within the Indonesian policy context; therefore, further research should test the model across broader settings and longer observation periods.
